The directory is still address zero, so this form does not create a vault and does not pretend to. It calls factory.launchToken, or router.launchAndBuy when there is an opening buy, with creatorFeeRecipient set to the payout address. After the directory is broadcast, the same form does two transactions: directory.createVault(platform, handle, payout), then the Genius launch with that vault as creatorFeeRecipient.
